He inverts the actual sequence of historic events and says that astronomy existed first as a pure science, which is not true. It would be more correct to say that astronomy existed in ancient astrology as a pre-science system. I would write the whole thing like this: "As precision of measurement improved, records had to be kept, so ASTROLOGY encouraged observation and mathematics and the development of writing..." Then, many centuries later, parts of astrology´s empiric components evolved into what is now called astronomy. Yes, astrology is astronomy´s mother.
